EU Court of Justice rules that PV system owners can deduct input VAT

The Court of Justice of the European Union has ruled that an homeowner that installed a PV system on the roof of his house can apply for reimbursement of VAT which he had paid when purchasing the photovoltaic installation. The decision is related to the appeal of an Austrian citizen, that installed a PV system on his house in 2005, and to which a tax office of the Austrian town of Linz rejected the VAT reimbursement request. The tax office said it refused the reimbursment on the ground that the PV system owner »had not carried out any economic activity by operating his photovoltaic installation«. According to the court's judgement, the operation of a photovoltaic installation represents an »economic activity« if it is carried out for the purpose of obtaining income on a continuing basis. The court decided that the contract, that the Austrian PV system owner signed with the local company Ökostrom Solarpartner for the supply of electricity to the network for an indefinite duration, implies that the income is obtained on a continuing basis. According to the court, it is irrelevant if the »amount of electricity produced by that installation is always lower than the amount of electricity consumed by the operator in meeting his household needs.« The EU Court of Justice stressed that courts and tribunals of the member states will have to »dispose of the case in accordance with the Court’s decision, which is similarly binding on other national courts or tribunals before which a similar issue is raised«.

Tigo Energy Maximizers

HSB proposes to all owners of photovoltaic systems with reduced efficiency, due to shadows and orientation, the usage of Tigo Energy Maximizers in order to minimize losses and maximize the return of their investment.

Tigo Energy technology delivers more energy, active management and enhanced security. This results on reduced maintenance costs and faster return of investment. It has been estimated that the use of Maximizers can lead to increased production from 3,2 % up to 36,8 %.

Each Maximizer sends and receives wireless data communication through the gateway (Gateway) to the Management Unit (MMU). The system incorporates the PV-Safe technology, where, through the MaxiManager console, Maximizers can be disabled individually for maintenance and safety in case of emergency (e.g. fire). This function can be activated with a safety button on the management module or through the Internet.

Maximizers are waterproof and weather resistant and certified to UL and IEEE safety standards. They are compatible with any photovoltaic module, crystalline silicon or thin-film, regardless the output voltage or nominal current. The units can be connected to one or two modules, giving the system more flexibility.

The installation can be remotely monitored and managed through the internet through the appropriate software. Thus, if problems arise, they can be solved immediately. The software gives user access to each panel and string for performance monitoring and analysis of energy production in real time. Moreover, it creates history with reports showing fluctuations in energy production during different periods of the year and under different weather conditions.

The Maximizer's have a 99,5 % efficiency and a 20 year warranty.

 

Green buildings in Greece are mandatory from 2021

A bill, passed by the majority of the Ministry of Environment, harmonizes national Law with the EU Directive on building energy performance.
According to the Deputy Minister Stavros Kalafatis '' it is inconceivable that dwellings in Greece require three times more energy for heating than the respective ones in northern colder countries ''.
From 2021 and onwards, according to '' Imerisia '' all new buildings should be nearly zero consumption.

HIPB is a non profit organization. Scientists of Engineering, Law and Communication decided to join forces and promote, in cooperation with the International Passive House Association and the Passiv Haus Institute, the model of Passive Building in Greece and the wider Eastern Mediterranean region, a model that can lead into substantial energy saving and environmental upgrading of the building sector in Greece.

Redwell - Infrared heating

Heating using infrared radiation can save a significant amount of  energy. Redwell provides infrared panels which are easy and flexible to install, need zero maintenance, have long lifespan and offer a large variety of designs to choose from. They can be placed in houses, passive - bioclimatic buildings, as well as in renovated buildings of private or public sector. Infrared heating can be used as the main or a supplementary heating system in houses, but can also be used as a mean to eliminate humidity trapped in buildings.

Redwell's manufacturing line is situated in the eco-industrial park Okopark in Hartberg, Austria, and builds panels according to strict ecological and ecomonic criteria. All products are characterized by high quality and functionality.

Apart from energy saving and thermal comfort, Redwell panels create healthy indoor atmosphere were air quality is concerned since there is no dust swirling. In addition, internal relative humidity is regulated without the excessive air drying caused by conventional heating systems. Moreover, since heat conduction is slow, one may touch the panels without getting burned.

For the construction of the Redwell IR panels, materials which meet the highest quality requirements are used. The central storage body is made of vermiculite, a purely natural, inflammable and electrically non conductive material. The electronic part consists of high quality heat conductors that ensure minimum electromagnetic smog. Moreover, the panels are equipped with thermostats certified by TUV. The rigidity of panels is ensured by a layer of tinned tinplate placed in the back. The framework of IR panels consists of brushed aluminium in white, chrome or wood.

Redwell innovates again with the Diskus !

The Diskus, an innovation of Redwell, is a unique product used for the heating of high-ceiling spaces. It has a power of 2400 W and weighs 23 kg. Its unique shape consists of a ceramic material, heated to a 250°C temperature and thus providing high infrared heating. Its simplicity and elegance allow the Diskus to be installed in various spaces.
It should be noted that Diskus should be mounted at least 65 cm away from the ceiling or any flammable objects (VDE 0100) and 3 m away from people.

Thermographic Inspection of PV Systems

Infrared thermography can be used for the inspection of operation of photovoltaic modules.Based on the fact that if a photovoltaic cell does not present an optimal performance ,i.e. does not convert properly the solar energy into electrical current,the energy accumulated rises itw temperature in relation to other cells.This cell can be easily detected and as a result the output of PV system is reduced.
 
The regular inspection of photovoltaic installations(parks,house etc) using infrared thermographic cameras identifies any possible errors well in advance and thus optimizes current production and revenue of investment.

The new Official Journal of the Hellenic Republic was published including changes about the installation of photovoltaic and solar systems on buildings and plots inside drawing of regions, and in settlements. Installation of photovoltaic systems is now allowed on facades, shelters, but also on auxiliary spaces like deposits and spaces of quartering. Moreover, for installed power up to 100 kW, approval of small scale construction work by the Urban Planning is not required, while for the system’s connection to the National Electrical Company an onsite check by the responsible Urban Service is not required.

Ministerial Decision regarding the proportion of installed power and its distribution in time for each Renewable Energy Technology

The Ministry of Environment and Climate Change signed the Ministerial Decision regarding the sought proportion of installed power and its distribution in time for each Renewable Energy Technology.

With this decision the limits for the installed power for each technology are determined for 2014 and 2020. These limits do not include big investments that are incorporated in the fast track process.

The proportion of the installed power and the limits of the installed power for each technology will be re-examined in the means of a four-year period, meaning in 2012, when they can be revised depending on the concretization of investments and the growth of the national grid.

Completion of the Special Program of Growth of Photovoltaic Systems on building installations

With a common Ministerial Decision signed by the Ministries of Finance and Environment the Special Program of Photovoltaic Growth on building installations is extended.

This decision, titled “Completion of the Special Program of Growth of Photovoltaic Systems on building installations”, supplements the Special Program so that an impulse can be given to the concretization of small, propagated applications specifically on buildings that will have at intense advertising character and will contribute to the achievement of special goals.

This Ministerial Decision gives the right to Legal Persons of Public Right and Legal Persons of Private Right of not speculative character, as schools, kindergartens, hospitals etc to be integrated in the program.

Henceforth the photovoltaic systems that are included in the Special Program can be installed not only on the roofs, but also on the shelters of verandas, facades, on reel blinds, as well as on auxiliary spaces of buildings, deposits and spaces of quartering.

The program is in effect for the entire Greek Territory, with a maximum power for the continental country, the interconnected with the Grid islands and Crete, of 10 kWp and for the remaining Not Interconnected Islands of 5 kWp.

For concretization of installations in islands, that are included exclusively in the Special Program, it is determined with decision of the Regulatory Authority for Energy, the possibility of power absorption for regions with [koresmena] grid.

The relative elements of applications and installations as well as the characterization of local networks as [koresmenon] or not are published in the web sites of the Grid Administrators and Not Interconnected Islands.

Ministerial Decisions for the regulation of photovoltaic installations photovoltaic inside and outside drawing of regions

In order for small investors to be facilitated and bureaucracy to be restricted, so that  the concretization of small installations of photovoltaic systems in regions inside and outside drawing advance immediately, as well as  to be incorporated in buildings, are the targets of two new Ministerial Decisions released by the Ministry of Environment, Energy and Climatic Change.

The decisions: “Approval of special terms for the installation of photovoltaic and solar systems on buildings and plots inside drawing of regions, and in settlements” and “Approval of special terms for the installation of photovoltaic systems in outside drawing regions” will promote propagated applications with an intense flamboyant character and will contribute to the achievement of national targets to aid the growth of Renewable Energy Sources.

More specifically, for photovoltaic systems outside drawing, the installation is allowed in outside drawing regions, covering up to 60% of the total surface with no need of completeness or buildability. Authorization for building is not required, neither the approval of Urban and Architectural Control committee. The only thing needed is an “Approval of small scale construction work” that is obtained by the responsible Urban Planning, with supporting documents: a short description of the installation work, as well as a topographic drawing of the place where the equipment will be installed.

For the incorporation of photovoltaic in buildings, it is allowed on lofts, roofs, reel blinds, facades, but also at overdraft spaces inside drawing. According to the new decision, from now on “Approval of small scale construction work” will not be needed, only a notification concerning the construction work signed by the investor. The supervising engineer has the responsibility for the installation and the conformity to the elementary rules of incorporation.

In addition, in order to protect regions with particular physiognomy, the incorporation of photovoltaic systems in traditional settlements, historical city centers and preserved buildings is allowed after consultation by the responsible Urban and Architectural Control committee.

Important changes in the bill about RES. What will happen with Photovoltaic Systems

The new bill that was recorded in the Parliament previews the following as photovoltaic systems are concerned:

- The authorization process for photovoltaic systems on buildings and lodges regardless of the power installed starts just after the law is published.
- The authorization process for photovoltaic systems up to 100 kWp for professional farmers, examining in priority, starts just after the law is published.
- The authorization process for photovoltaic systems up to 500 kWp, 2 months after the publication of the law.
- For the remained projects the process will start after a relative ministerial decision.
Photovoltaic systems up to 1 MWp are excluded from the production authorization and the applications are submitted to the Administrator of the Network (DESMIE).
- Photovoltaic systems up to 500 kWp, as well as systems on buildings or lodges regardless of their power, do not need Approval of Environmental Terms (EPO). Certification of exemption EPO from service is required.
- The offer of terms of connection by the Administrator of the Network becomes binding after the publication of EPO or relative exemption EPO.
- The selling prices of Electric Energy do not alter, with the exception of the selling price of a system up to 100 kWp in the not interconnected islands where it is evened with the selling prices of bigger systems (0,45 Euros/kWh from 0,50 Euros/kWh)

Notice that the investments of photovoltaic systems are particularly attractive with high and ensured outputs, even without the subsidy of the Developmental Law.

The bill for the RES goes public
28-04-2010

Measures for the fuel market and subsidies for work for energy saving in the houses includes among others the bill that was deposited on 22/4/2010 in the Parliament and was published by the YPEKA.
The bill states that works in houses that aim the improvement of the energy performance and the use of renewable energy sources can be financed by the Program of Public Investments. The process will be determined with ministerial decision that will include the eligible categories of houses and the eligible interventions, the type and the percentage of the financing, the process and the supporting documents etc.
The bill includes provisions about the simplification of the licensing processes of electricity generation units using RES. Changes made in the provisions provide motives (decreased current tariffs) for the consumers in regions where Units of RES are installed. It is concretely stated that the producers of electrical energy will return 1% of their turnover in the domestic consumers of the Local Authority where the units are installed, with priority to those found in the same region using a scale that will depend on the consumption, so that the first consumers benefited will be these with a low bill.
The bill also states that until the 31.12.2019 all new buildings must cover their entire   energy consumption using RES, co-production of electricity and heat, district heating systems in a regional scale or building square, as well as heat pumps. For the new State buildings this obligation will start 5 years earlier, in 2014.
